China, the most populous country, has started its motorization process and results in huge impact on the world in terms of transportation, energy, environment and automobile market.

Mr. Jason Ni, a transportation planner with Parsons Brinckerhoff and a PhD candidate of U.C. Davis spent one year in Tongji University, Shanghai – set up questionnaires, recruited surveyors and conducted surreys. He will share his research with us at the party.

Welcome to ICTPA Northern California Chapter's Fall meeting!

ICTPA will hold a presentation of Caldecott Tunnel Forth Bore - Design and A New Way of Managing Critical Projects by Ms. Judy Chen (District 4 Construction manager).
She will share information and her thoughts on this project with us.

Time: 11:30AM - registration, 12:00 Noon- presentation
Location: Caltrans District 4 Office, Parkview Room, 15th Floor.
Cost: $20 per person, $5 for students.

Lunches will be provided with the meal options listed below.
These are Quiznos boxed sandwiches served with chips, chocolate chip cookie, and bottled water:

(1) HONEY BOURBON CHICKEN: Chicken, lettuce, tomato, red onion, Honey Bourbon Mustard and Zesty Grille Sauce

(2) TUNA: Tuna salad, mozzarella, lettuce, tomato, red onions, red wine vinaigrette dressing

Event Coordinator Northern California Chapter

Frank Yeh was a transportation planner who recently relocated to the Bay Area and is pursuing work in the land/environmental planning field. He previously worked in transportation planning and development planning including at both public agencies and private consulting firms, including County of Orange, MTA, RK Engineering, and Katz Okitsu Associates.

Mr. Yeh has been serving on the board of ICTPA Southern California Chapter for two years, and helped with preparation work for the 20th Annual Conference of ICTPA which was held hosted in LA in May of 2007. He also led a technical tour of the Los Angeles Subway and BRT Transit Systems for the conference.

Frank Yeh graduated from University of California at Irvine with a Master's in Urban Planning. with a transportation planning emphasis. He got his undergraduate degree from UCSB in Geography. He can be reached at frankmaster@yahoo.com.

Jason Ni is Ph.D. candidate in Transportation Technology and Policy program, University of California, Davis. Originally from Taiwan, he got his BS. degree from the department of Civil Engineering of National Taiwan University. Before coming to US; he served in the Engineering Army in Taiwan for two years.

Jason got his master degrees from the dual-degree program of Transportation Engineering and City Planning at UC Berkeley. During his graduate study at UC Berkeley, Jason was researcher affiliated with UC Transportation Center (UCTC) and Institute of Urban and Regional Development (IURD). He also had intern experiences in Metropolitan Transportation Commission (MTC), Dowling Associates and has done projects for Cambridge Systematic s and City of San Leandro.

At UC Berkeley, Jason has served as the President of Berkeley Association of Taiwanese Students and he has been the fundraiser for International House, UC Berkeley in 2002. In the professional field, Jason is member of Institute of Transportation Engineer and International Chinese Transportation Professionals Association.

The NCA Chapter held the celebration of ICTPA 20^th Anniversary on Tuesday, June 5, 2007 in Legendary Palace, 708 Franklin St., Oakland, CA 94607.

Mr. Luke Cheng, International President came to join us from Los Angeles. He shared some event photos of our 20th annual meeting in LA and also promoted our next meeting in Nanjing, China.

Freeway Operational Studies

We held the ICTPA Chinese New Year gathering on 2/28/2007 in Oakland Chinatown. The evening began with registrations at 6:00 p.m. followed by a sit down dinner at 6:30 p.m.

A guest speaker, Mr. Dan Wong, the Chair of the American Planning Association - Transportation Planning Division Airports Committee, joined us. He talked about the American Planning Association's Airports in the Region initiative and discuss where FAA and others both domestically and internationally are headed regarding airport planning in relation to airport compatibility planning with surrounding communities.

Mr. Ka-Fai Wong is an Associate Transportation Engineer/Planner at Dowling Associates, Inc. He has experience in traffic operations, traffic impact studies, and travel demand forecasting. His studies focused on Highway Traffic Operations. His research experience includes bottleneck identification and analysis, incident risk factor and congestion traffic cost-benefit analysis.

He has degrees of M.S. Transportation Engineering and B.S. Civil and Environmental Engineering, University of California, Berkeley. He also has Professional Sequence Certificate in Database Management Systems: Oracle for Database Administrators, University of California Extension, Berkeley.

Mr. Reh-Lin Chen, the Vice President of ICTPA Northern California Chapter. He is a Senior Transportation Engineer with the City of San Leandro.

He has twenty years of experience, including three years in private sector and eighteen years in four separate municipal government agencies in the San Francisco Bay area, in managing and conducting a broad range of municipal traffic and transportation projects, including signal timing and operations, signing and striping plans, travel forecasting and modeling, traffic impact studies, traffic calming projects, parking studies, etc.

He holds a Master Degree from University of Kansas of Transportation Engineering. He also holds licenses of P.E., P.T.O.E. and T.E.

Mr. Allen Huang 黃建華, the President of ICTPA Northern California Chapter. Mr. Huang has been actively involved in ICTPA since he joined Northeastern Chapter (New York) in 1997. He holds a Master degree in Transportation Planning and Engineering from Polytechnic University, New York and a bachelor degree from Tamkang University 淡江大學, 運輸管理學系, Taiwan.

Before joined Dowling Associates, Inc. in 2002, he started his career in New York City in 1997. His previous positions included Transportation Engineer with URS Corporation and Parsons Transportation Group, and Research Associate with Urban ITS Center, Transportation Research Institute in Polytechnic University.

His expertise includes traffic operation study (VISSIM, Paramics), traffic impact analysis, safety collision analysis, and transportation demand modeling (VISUM).

He is the co-chair of ITE Microsimulation sub-committee under the Intelligent Traffic Signal Operations committee and also a co-scribe of ITE San Francisco Bay Area Chapter.

Mr. Chi-Hsin Shao is one of the original founders of the ICTPA National Headquarter and ICTPA Northern California Chapter. He is currently President of CHS Consulting Group. He has a master’s degree in Infrastructure Planning and Engineering from Stanford University and attended Tuck Executive Program at Tuck Business School of Dartmouth College.

Before founding CHS Consulting Group, Mr. Shao served as a senior manager for both public agencies and private consulting firms. The previous positions he held included Vice President of KORVE Engineering Inc. (1992-1998), Principal of Cambridge Systematics (1990-1992), Deputy Commissioner for the Boston Transportation Department (1987-1990) in charge of transportation policy and planning, and Head of the Transportation Planning Section with the San Francisco Planning Department (1983-1987).
