President, Northern CA Chapter

Mr. Allen Huang 黃建華, the President of ICTPA Northern California Chapter. Mr. Huang has been actively involved in ICTPA since he joined Northeastern Chapter (New York) in 1997. He holds a Master degree in Transportation Planning and Engineering from Polytechnic University, New York and a bachelor degree from Tamkang University 淡江大學, 運輸管理學系, Taiwan.

Before joined Dowling Associates, Inc. in 2002, he started his career in New York City in 1997. His previous positions included Transportation Engineer with URS Corporation and Parsons Transportation Group, and Research Associate with Urban ITS Center, Transportation Research Institute in Polytechnic University.

His expertise includes traffic operation study (VISSIM, Paramics), traffic impact analysis, safety collision analysis, and transportation demand modeling (VISUM).

He is the co-chair of ITE Microsimulation sub-committee under the Intelligent Traffic Signal Operations committee and also a co-scribe of ITE San Francisco Bay Area Chapter.
